DESCRIPTION:How can we build permissionless networks that survive disconnec
tion\, resist censorship\, protect privacy\, and remain secure against eme
rging threats? At the Resilient Networking Hub within the libp2p Expeditio
n at Devcon 8\, this session brings together Ethereum protocol researchers
\, networking maintainers\, security practitioners\, and formal verificati
on contributors to strengthen trust in Ethereum’s underlying infrastruct
ure. We will explore libp2p as a shared networking substrate across Ethere
um consensus clients\, post-quantum security initiatives by libp2p maintai
ners\, including hybrid ML-KEM key exchange and quantum-resistant peer ide
ntities\, and privacy-preserving observability to measure network health a
nd identify systemic risks without compromising credible neutrality. We wi
ll also examine formal verification through the work of invisible.garden\,
whose team behind etheorem is building the first consensus implementation
in Lean 4\, connecting mechanically checked correctness with protocol sec
 urity\, interoperability\, and evidence-based risk management. Together\,
we will identify practical research and engineering opportunities to make
 Ethereum’s networking infrastructure more resilient\, observable\, verif
 iable\, and sustainably maintained.

DESCRIPTION:What happens when censorship\, Internet shutdowns\, or infrastr
ucture failures isolate parts of a permissionless network? Using real libp
2p deployments including Zemzeme and Qaul\, this talk shows how observabil
 ity\, regional nodes\, DNS-based discovery\, and rapid infrastructure reco
very can keep P2P networks connected\, and how to measure resilience in pr
 actice.
