Resilient Networking Hub - Building Resilient Ethereum
Manu Sheel Gupta, Shouki Tsuda, Leo Lara

How can we build permissionless networks that survive disconnection, resist censorship, protect privacy, and remain secure against emerging threats? At the Resilient Networking Hub within the libp2p Expedition at Devcon 8, this session brings together Ethereum protocol researchers, networking maintainers, security practitioners, and formal verification contributors to strengthen trust in Ethereum’s underlying infrastructure. We will explore libp2p as a shared networking substrate across Ethereum consensus clients, post-quantum security initiatives by libp2p maintainers, including hybrid ML-KEM key exchange and quantum-resistant peer identities, and privacy-preserving observability to measure network health and identify systemic risks without compromising credible neutrality. We will also examine formal verification through the work of invisible.garden, whose team behind etheorem is building the first consensus implementation in Lean 4, connecting mechanically checked correctness with protocol security, interoperability, and evidence-based risk management. Together, we will identify practical research and engineering opportunities to make Ethereum’s networking infrastructure more resilient, observable, verifiable, and sustainably maintained.

hs-libp2p: A Haskell Implementation of the libp2p Stack
Shouki Tsuda

Ethereum's entire p2p layer runs on libp2p, but only a handful of implementations maintain it, and when they silently disagree on the spec the network fractures. I built a full libp2p stack from scratch in Haskell (Noise, Yamux, Kademlia DHT, GossipSub) and joined the cross-client interop effort. This talk is what a fresh, strongly-typed implementation reveals about Ethereum's networking spec — and why implementation diversity at the network layer matters.
