Neutral funding is what keeps Ethereum's critical infrastructure capture resistant, but neutrality at the source says nothing about where that funding should go. This talk proposes explicit qualification criteria for Kernel funding, an updated estimate of what the Kernel requires each year, and how that requirement could shrink over time.
